1. UNCCD COP17 Underway in Mongolia

Why in News?

The 17th Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification (UNCCD) is being held in Ulaanbaatar, Mongolia, from 17–28 August 2026. The official conference programme confirms proceedings on 18 August as part of the two-week COP.

COP17 is especially significant because it is taking place during the International Year of Rangelands and Pastoralists 2026.

What is UNCCD?

The UNCCD is the principal international convention dealing with:

  • desertification;
  • land degradation;
  • drought;
  • sustainable land management; and
  • restoration of degraded landscapes.

It is one of the major environmental conventions associated with the 1992 Rio Earth Summit process.

Three Rio Conventions

ConventionFocus
UNFCCCClimate change
CBDBiological diversity
UNCCDDesertification, land degradation & drought

Prelims Trap

Do not confuse:

UNCCD → Desertification/Land degradation

with

UNFCCC → Climate change

or

CBD → Biodiversity.

What is Land Degradation Neutrality?

Land Degradation Neutrality (LDN) broadly aims to maintain or improve the quantity and quality of land resources necessary to support ecosystem functions and services.

Remember the restoration hierarchy:

Avoid → Reduce → Reverse

Avoid new degradation
↓
Reduce existing degradation
↓
Reverse degradation through restoration

LDN is closely associated with SDG Target 15.3.

Why Does Land Degradation Matter for India?

Land degradation can affect:

Agricultural productivity

↓

Food security

↓

Water availability

↓

Rural livelihoods

↓

Biodiversity

↓

Climate resilience

Therefore, land restoration is simultaneously an environmental, developmental and livelihood issue.

UPSC/State PCS Takeaway

Remember the chain:

UNCCD → Desertification → Land Degradation → Drought → LDN → SDG 15.3

2. Nasha Mukt Bharat Abhiyaan Marks Sixth Anniversary

Why in News?

A National Mass Pledge Against Drug Abuse was scheduled for 18 August 2026 to commemorate the sixth anniversary of the Nasha Mukt Bharat Abhiyaan (NMBA).

The campaign is led by the Ministry of Social Justice and Empowerment.

NMBA itself was launched on 15 August 2020 to address drug demand through a combination of prevention, awareness, treatment and rehabilitation.

What is Nasha Mukt Bharat Abhiyaan?

NMBA follows a social and public-health approach to substance abuse.

Its broad strategy includes:

Awareness

Prevention

Counselling

Treatment

Rehabilitation

Community participation

By July 2026, the government reported that NMBA awareness activities had reached more than 29.68 crore citizens, including over 11.43 crore youth and 8.05 crore women.

Important

These figures refer to campaign outreach, not the number of people treated for substance dependence.

That distinction is important for accurate Mains writing.

NMBA 2.0 Mobile Application

The government has also launched the NMBA 2.0 Mobile Application, including functionality that helps citizens locate nearby de-addiction centres.

This provides a useful example of:

Technology + Welfare delivery + Public health + Social justice

National Action Plan for Drug Demand Reduction

The wider government strategy operates under the National Action Plan for Drug Demand Reduction (NAPDDR).

It includes support for:

  • preventive education;
  • awareness;
  • counselling;
  • treatment;
  • rehabilitation; and
  • community-based interventions.

Constitutional Connection: Article 47

Article 47, a Directive Principle of State Policy, places a duty on the State to improve public health and includes a direction concerning intoxicating drinks and drugs injurious to health.

Mains Insight

Drug abuse should not be treated merely as a law-and-order issue.

It involves:

Public health + Organised crime + Youth vulnerability + Social justice + Border management + Rehabilitation

Therefore, an effective strategy requires both:

Supply Reduction

Combat trafficking and illegal supply.

Demand Reduction

Reduce consumption through prevention, treatment and rehabilitation.

3. BRICS Youth Energy Summit Scheduled for 17–18 August

Why in News?

Under India's BRICS Chairship 2026, the official BRICS Energy Track programme scheduled a virtual BRICS Youth Energy Summit for 17–18 August 2026.

This wording is important.

We should not claim specific Summit outcomes until they are confirmed through a post-event official release.

India's BRICS Chairship 2026

India's 2026 BRICS Chairship is guided by the overarching theme:

Building for Resilience, Innovation, Cooperation and Sustainability

India's BRICS Energy Track uses the theme:

“Energy for All”

PIB identifies three broad energy priorities:

  1. Energy Security and Sustainability
  2. Energy Access and Equity
  3. Technology and Innovation

Why BRICS Energy Cooperation Matters

BRICS includes major:

  • emerging economies;
  • energy producers;
  • energy consumers;
  • manufacturing economies; and
  • members of the Global South.

According to the Government of India, BRICS currently comprises 11 countries:

Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, Indonesia, Saudi Arabia and the UAE.

Prelims Alert

Students using older books may still see only the original five BRICS members.

Always check the current membership for contemporary questions.

AI and CCUS in BRICS Energy Cooperation

The BRICS Energy Track has also held discussions on:

  • Artificial Intelligence in the energy sector; and
  • Carbon Capture, Utilisation and Storage technologies.

What is CCUS?

CCUS = Carbon Capture, Utilisation and Storage

It involves:

Capture CO₂

↓

Transport/process it

↓

Utilise or permanently store it

CCUS is particularly discussed in relation to hard-to-abate industrial sectors.

India's Energy Diplomacy

India's international energy diplomacy increasingly connects:

International Solar Alliance

Global Biofuels Alliance

BRICS energy cooperation

Energy security

Global South

This is useful material for GS-II International Relations as well as GS-III Energy.

4. Rangelands and Pastoralism Gain Attention at COP17

One of the most important conceptual themes surrounding UNCCD COP17 is the future of rangelands.

The conference coincides with the UN-designated International Year of Rangelands and Pastoralists 2026.

An 18 August COP17 side event, for example, focused on pastoral mobility, traditional knowledge, land justice and sustainable rangeland management.

What are Rangelands?

Rangelands are landscapes where natural or semi-natural vegetation supports grazing and browsing animals.

They can include:

  • grasslands;
  • savannas;
  • shrublands;
  • drylands; and
  • other open landscapes.

They support both biodiversity and pastoral livelihoods.

Why Pastoralism Matters

Pastoral communities frequently depend on livestock mobility to respond to variations in:

  • rainfall;
  • water;
  • vegetation;
  • season; and
  • fodder availability.

Therefore, pastoral mobility should not automatically be viewed as an outdated practice.

In many dryland regions, mobility can be an adaptation strategy.

Traditional Knowledge and Conservation

Pastoralists may possess generations of knowledge regarding:

  • grazing cycles;
  • seasonal water availability;
  • livestock breeds;
  • drought;
  • vegetation;
  • landscape conditions.

Modern conservation policy can therefore benefit from:

Scientific knowledge + Traditional ecological knowledge

rather than treating the two as mutually exclusive.

Connection With India's Grasslands Guide

India's first-ever Guide to Grasslands and Other Open Natural Ecosystems (ONEs) was launched at UNCCD COP17 on 17 August.

The central lesson is highly important:

Low tree cover does not automatically mean ecological degradation.

A naturally occurring grassland should not automatically be treated as a degraded forest requiring tree plantation.

For detailed coverage, students can read the separate UPSCJournal analysis on the Grasslands Guide.

5. Elephant Corridors and Landscape-Based Conservation

Another important environment concept in current discussion is elephant-corridor conservation.

Rather than memorising a disputed or still-developing court headline, students should understand the durable examination concept behind it.

What is an Elephant Corridor?

An elephant corridor is a relatively narrow landscape connection that allows elephants to move between larger habitat areas.

Corridors facilitate:

  • seasonal movement;
  • access to food;
  • access to water;
  • dispersal;
  • breeding; and
  • genetic exchange.

Why Protected Areas Alone Are Not Enough

Elephants use very large landscapes.

Their movement can extend beyond:

  • national parks;
  • wildlife sanctuaries; and
  • reserved forests.

Therefore:

Species conservation increasingly requires landscape connectivity.

A national park can be well protected while an elephant population remains threatened if surrounding migration routes become fragmented.

Causes of Corridor Fragmentation

Important pressures include:

  • highways;
  • railway lines;
  • settlements;
  • mining;
  • agriculture;
  • power infrastructure;
  • fencing; and
  • other land-use changes.

Fragmentation can also increase human-elephant conflict.

Project Elephant

Project Elephant was launched by the Government of India in 1992.

Its broad objectives include:

  • elephant conservation;
  • habitat protection;
  • corridor conservation;
  • mitigation of human-elephant conflict; and
  • welfare of captive elephants.

Constitutional Linkage

Article 48A

The State shall endeavour to protect and improve the environment and safeguard forests and wildlife.

Article 51A(g)

Citizens have a Fundamental Duty to protect and improve the natural environment and show compassion for living creatures.
