1. India–JICA Forest Management Project: Climate Action, Forest Fires & Biodiversity

Why in News?

The Ministry of Environment, Forest and Climate Change launched a workshop under the Capacity Enhancement for Effective Forest Management Project in collaboration with the Japan International Cooperation Agency (JICA).

The project will run from 2025–26 to 2031–32 with a total outlay of ₹537.10 crore, including a JICA contribution of ₹440.42 crore.

Major Focus Areas

  • Forest-fire management
  • Biodiversity conservation
  • Climate action
  • Research and development
  • Digital transformation in forest management
  • Livelihood generation
  • Capacity building of frontline forest personnel

A major emphasis is on developing region-specific training modules instead of applying one uniform model across India's highly diverse forest ecosystems.

Technology + Local Knowledge

The project stresses that modern forest management should combine:

  • Scientific research
  • Emerging technologies
  • Field-level experience
  • Traditional and local ecological knowledge
Mains Insight:
Effective environmental governance depends not merely on stronger laws, but also on capable frontline institutions that can translate science and policy into field-level action.

UPSC Link

This topic connects with sustainable forest management, forest fires, biodiversity, climate adaptation, community participation and India–Japan development cooperation.

2. MEE-TR 2026: Sixth Cycle of Tiger Reserve Management Effectiveness Evaluation

Why in News?

The Government has launched the sixth cycle of Management Effectiveness Evaluation of Tiger Reserves (MEE-TR). The exercise will cover all 58 Tiger Reserves in India.

The National Tiger Conservation Authority (NTCA) is conducting the exercise in collaboration with the Wildlife Institute of India (WII).

What is Management Effectiveness Evaluation?

MEE assesses how effectively protected areas are being managed to achieve conservation objectives.

India's framework is adapted from the IUCN World Commission on Protected Areas framework.

Six Elements of MEE

  • Context
  • Planning
  • Inputs
  • Processes
  • Outputs
  • Outcomes

What's New in 2026?

For the first time, Solid Waste Management has been introduced as a separate evaluation criterion.

It will examine waste generated from:

  • Forest chowkis
  • Tourism activities
  • Wildlife rescue centres

The assessment will also consider habitat management, prey conservation, wildlife crime, human–wildlife coexistence, tourism, fire and disaster management, community engagement and landscape connectivity.

Prelims Point:
MEE-TR is carried out by NTCA + Wildlife Institute of India, using a framework adapted from the IUCN World Commission on Protected Areas.

Adaptive Conservation

The 2026 framework emphasises site-specific management rather than uniform conservation prescriptions. This is important because tiger reserves differ in ecology, tourism pressure, human settlements, connectivity and conflict patterns.

3. India International Water Week 2026: Climate-Resilient Water Management

Why in News?

The 9th India International Water Week (IIWW) 2026 is being held in New Delhi from 22–26 September 2026.

The theme is: “Climate Resilient Water Management.”

The event is organised by the Ministry of Jal Shakti.

Seven Major Sub-Themes

  • Inclusive and equitable water governance
  • Collaboration for optimal use of water resources
  • Technology and community for water security
  • Water in climate-related risk
  • Innovative financing for water infrastructure
  • Sustainable water-resource management
  • Water for people and planet

Why Climate Resilience Matters

Climate change can intensify both extremes of the hydrological cycle:

  • Floods
  • Droughts
  • Erratic rainfall
  • Groundwater stress
  • Urban water shortages

Therefore, water security cannot depend only on building more infrastructure. It requires integrated management of rainfall, groundwater, rivers, wetlands, local water bodies and demand.

Important Indian Initiatives

  • Jal Shakti Abhiyan
  • Catch the Rain
  • Atal Bhujal Yojana
  • Mission Amrit Sarovar
  • Jal Sanchay Jan Bhagidari
  • NAQUIM 2.0
Mains Insight:
Water security is simultaneously an environmental, agricultural, urban-governance, public-health and climate-adaptation issue. Fragmented sector-wise management is therefore inadequate.

4. DDU-GKY 2.0: 70,000 Rural Youth to Begin Skill Training

Why in News?

Around 70,000 rural youth are expected to begin skill training under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0 from October 2026.

Across 24 States and UTs, 2,015 batches are expected to commence.

Key Numbers

  • 5.6 lakh targets allocated across more than 1,200 projects
  • 24 States/UTs have completed major allocations
  • More than 9 lakh targets allocated to 31 participating States/UTs for 2026–28

About DDU-GKY

DDU-GKY is a Centrally Sponsored Scheme that provides placement-linked skill training to poor rural youth.

Training ranges from three months to twelve months and courses are aligned with the National Skill Qualification Framework (NSQF).

Implementation Model

States and UTs work with Project Implementation Agencies in a Public–Private Partnership model.

Prelims Trap:
DDU-GKY is not merely a generic training scheme. It specifically emphasises placement-linked skill development for rural youth.

Larger Governance Issue

India's skilling challenge is not only about increasing the number of trained workers. Training must correspond to actual labour-market demand, quality employment and sustained employability.

5. Pharma PLI: APIs, High-Value Medicines & Medical-Device Self-Reliance

Why in News?

The Department of Pharmaceuticals released an update on the impact of India's Production Linked Incentive schemes for:

  • Bulk drugs
  • Pharmaceuticals
  • Medical devices

Why APIs Matter

An Active Pharmaceutical Ingredient (API) is the biologically active component in a medicine.

Heavy dependence on external suppliers for APIs or their inputs can create health-security risks during:

  • Pandemics
  • Geopolitical disruptions
  • Trade restrictions
  • Supply-chain shocks

PLI for Bulk Drugs

  • Approved outlay: ₹6,940 crore
  • 48 projects approved
  • 39 projects for 28 APIs/KSMs commissioned by June 2026
  • Actual investment: around ₹5,210.74 crore

The scheme has supported domestic manufacturing of products such as Penicillin-G, Clavulanic Acid and Rifampicin.

PLI for Pharmaceuticals

  • Outlay: ₹15,000 crore
  • 55 applicants selected, including 20 MSMEs
  • Actual investment by June 2026: about ₹46,744 crore

The scheme covers high-value segments such as:

  • Biopharmaceuticals
  • Complex generics
  • Orphan drugs
  • Autoimmune medicines
  • Other high-value pharmaceutical products

Medical Devices

Production has commenced for 57 unique medical devices, including:

  • MRI machines
  • CT scanners
  • Cath Labs
  • Linear Accelerators
  • Ultrasound systems
  • Heart valves
Mains Insight:
Pharmaceutical self-reliance should not be understood as complete economic isolation. Its strategic objective is to reduce dangerous supply-chain concentration while preserving technological competition and export integration.

What is Biofortification?

Biofortification means improving the nutritional quality of food crops through approaches such as:

  • Plant breeding
  • Agronomic practices
  • Biotechnology, where appropriate

It differs from industrial food fortification, in which nutrients are added during food processing.

One Health Link

The One Health approach recognises that:

Human Health ↔ Animal Health ↔ Ecosystem Health

This is especially relevant for zoonotic diseases, antimicrobial resistance and food-system safety.
